I actually know of pinta, last time I used it on a VM, I didn't like it, however they recently released 3.0 so I'm going to try it out to see if I like it
there's a paint.net alternative for linux called pinta, which has a modern look but does everything practically the same as paint.net, one bummer is that you can't install dll plugins for it, but it's nice to know that there's this out here
